We have not scored any jurisdiction. No assessment has been conducted.
Publishing comparative scores for sovereign regulatory frameworks is a serious act with real consequences for capital flows, correspondent banking and national reputation. What we have published is the methodology we intend to use, for consultation, before it is ever applied.
The bands
Our commitments
The conditions under which scoring is legitimate.
- We assess implementability and effectiveness, not permissiveness. A framework is not mature because it is friendly to industry.
- Every indicator is scored against a documented, verifiable source. Where evidence does not exist, we mark it not assessable. We never estimate.
- We publish in bands, not decimals. Small differences between jurisdictions are not meaningful and we will not present them as if they were.
- Every assessed authority receives its draft assessment in advance for factual correction, and any unresolved disagreement is published alongside our assessment.
- We state plainly what the framework does not measure: supervisory quality beyond published evidence, market outcomes, or whether a policy choice suits a country's circumstances.
