Legislation has outpaced supervision.

Africa's digital-asset laws are now being written faster than the capability to implement them is being built. Between 2025 and 2026, Nigeria, Kenya, Ghana and Rwanda each enacted primary virtual-asset legislation, joining South Africa's established licensing regime.

Globally, the Financial Action Task Force found that while 83% of surveyed jurisdictions have passed Travel Rule legislation, only around 40% of those with it in force have taken any supervisory or enforcement action. The gap between a rule on the page and a rule in operation is where risk concentrates, where compliance budgets are wasted, and where markets stall.
